    Chair

    Mark Friend joined the Trust as Chair in November 2025, bringing a wealth of experience in healthcare leadership, governance, and strategic transformation. He has been Interim Group Chair of Norfolk and Waveney University Hospitals Group, as well Senior Independent Director at North East London Foundation Trust. In addition to his role at West London, he is also the Chair of Central and West London NHS Foundation Trust and Central London Community Healthcare NHS Trust, signalling a continued commitment to strengthening ties across community and mental health services in NW London.

    Maria O'Brien

    Chief Executive

    Maria trained as a Registered Nurse at Guys Hospital in the 1980's with a specialist focus in Cardiac Nursing and Intensive Care. She has held numerous operational and senior management posts, becoming the Director of North West London Cardiac and Stroke Network in 2004. In 2008 she joined the Board of Hillingdon PCT as the Executive Director of Nursing. Maria joined CNWL in 2011, taking responsibility for community services in Camden in 2012, and became Divisional Director of Operations for Goodall in 2014. She was appointed to CNWL's Board in 2017 to represent community services, and became the Trust's Chief Nurse in 2019. Maria joined West London NHS Trust as Chief Executive in June 2024.

  • Dr Christopher Hilton

    Chief Operating Officer

    Chris was appointed as Chief Operating Officer in August 2021 . He returned to the Trust in 2013 as a Consultant Liaison Psychiatrist, having previously worked in various roles during his postgraduate training. He was appointed Director of Business and Strategy in 2016 and then Clinical Director for Integrated Care Services in 2019, overseeing the launch and delivery of community services in Ealing (Ealing Community Partners). Chris is a senior clinical teacher in the Faculty of Medicine, Imperial College London. His professional interests include the integration of care pathways, particularly ensuring mental health is embedded alongside physical care, problems associated with novel psychoactive substances, and the arts in health.

  • Dr Claire Dillon

    Chief Medical Officer

    Dr Claire Dillon has worked at WLT since 2009, initially joining as a Consultant Forensic Psychiatrist before taking up roles as a Clinical Lead and Clinical Director in the Trust’s High Secure and West London Forensic Services over a period of seven years. Since 2021, Dr Dillon has been the Trust’s Director of Integrated Community Health Services, a role that has been instrumental in establishing the Trust as a leading integrated care provider. During this time, Dr Dillon has overseen a growing number of community healthcare and primary care services across Ealing, Hounslow and Hammersmith and Fulham, which today represent a third of the Trust’s services. Earlier this year, she led the Trust’s mobilisation of community healthcare services in Hounslow, including the transfer of more than 750 staff.

  • Gillian Kelly

    Chief Nursing Officer

    Gillian was appointed Chief Nursing Officer for the Trust in November 2024. She had been Interim Chief Nursing Officer and Executive Director for Allied Health Professionals since May 2024, having re-joined the Trust in December 2016 as Deputy Chief Nurse. She has a broad range of mental health nursing experience, and has worked at deputy director level for the last 10 years. Gillian previously held the Deputy Director of Nursing position in West London Forensic Services, and the Deputy Director of Nursing and Governance role in Barnet, Enfield and Haringey NHS Trust. She has also held the position of Consultant Nurse, specialising in the care of patients who have personality disorders as well as women’s mental health. More broadly, Gillian been working at a senior level in a variety of mental health and integrated health settings for the last 20 years. Gillian cares passionately that her leadership translates into the best possible outcomes and experiences for the people who use our services and their families. She has completed a MSc in Psychotherapeutic Approaches and an MA in Consultation and the Organisation. She has a particular interest in the psychodynamics of mental health nursing, therapeutic boundary setting, and the use of a systems-psychodynamic approach to examining and leading in organisations.

  • Meera Mistry

    Chief Strategy Officer (non-voting)

    Meera joined West London NHS Trust in January 2025, in the newly created role of Chief Strategy Officer. She is responsible for strategy development, transformation, partnerships and digital. Meera leads transformation and strategy development of the organisation’s services and works with system partners to ensure the Trust’s strategic direction aligns with priorities nationally, across North West London, and with the Trust’s provider collaborative partners. Prior to joining the Trust, Meera was Director of Strategy and Integration at Central and North West London NHS Foundation Trust (CNWL). She was previously Programme Director for the North West London Mental Health Partnership Programme, a joint role across West London NHS Trust and CNWL, and has held several leadership roles in areas covering integration and partnerships, business and transformation and programmes. Meera holds a MSc in Computer Science.

  • Neil Ragoobar

    Director of High Secure and Forensic Services

    Neil has been an established leader at West London for many years and, in June 2026, took up the role of Director of High Secure and Forensic Services He has worked at the Trust for over 27 years, and before taking up his current role, served as Service Director and Clinical Lead for Men's Medium Secure Services. He has also spent 17 years working at Broadmoor Hospital, working in a variety of roles, progressing from student nurse to Interim Service Director. Neil is a registered mental health nurse and is passionate about developing future leaders and delivering high-quality, compassionate care across the Trust’s services.

  • Paul Stefanoski

    Chief Financial Officer and Deputy CEO

    Paul previously worked at the Black Country Partnership NHS Foundation Trust where he was the Deputy Chief Executive and Director of Resources. He joined West London NHS Trust as Director of Finance and Business in January 2015. From December 2023 to mid June 2024, Paul acted as Interim Chief Executive Officer for the Trust. As Chief Finance Officer, Paul has executive responsibility for the Trust’s finance and information management and technology services. He has over 20 years’ experience working in mental health services, with significant experience in finance systems integration, business intelligence and transformation.

    Ragini joined the Trust as Chief People Officer in January 2026 from the Royal Free London Hospitals NHS Foundation Trust , where she worked as Group Director of People, having been with the organisation since 2012. Ragini has a breadth of experience in acute NHS organisations, having previously worked at University College London Hospital and at London North West London University Healthcare NHS Trust.

  • Harj Nijjar

    Non-executive Director

    Harj Nijjar is a Chartered Accountant and senior business leader with more than 30 years’ experience in governance, finance, risk management and organisational transformation across highly regulated sectors. Harj spent 25 years with Johnson & Johnson, holding a number of senior international leadership positions spanning the UK, Europe, the Middle East and Africa. His roles included UK Statutory Finance Director for the Pharmaceuticals business, Commercial Business Unit Director for UK Pharmaceuticals, Finance Lead for Pharmaceuticals across EMEA Emerging Markets, and most recently Senior Finance Director and member of the Global Services Operating Board, helping shape strategy, governance and operating models for a global finance organisation. Throughout his career, Harj has provided board-level oversight of financial stewardship, risk management, compliance, audit, organisational transformation and business performance in complex and highly regulated environments. Prior to Johnson & Johnson, he held audit leadership roles with British Airways and PricewaterhouseCoopers. Harj is an ACA Chartered Accountant, a graduate of King's College London and recently completed the NHS South East Non-Executive Director Aspirant Programme. He brings particular expertise in governance, assurance, audit and risk management, together with a strong commitment to supporting high-quality, sustainable healthcare services for patients and communities.

  • Harry Quilter-Pinner

    Non-executive Director

    Harry Quilter-Pinner was appointed to the Board in July 2024. Harry is the executive director at IPPR, leading IPPR’s overall strategy and teams across Westminster, the north and Scotland. Prior to this, Harry was director of policy and politics at IPPR, heading up the charity’s research, policy and influencing work in Westminster. He has previously worked as director of strategy at SCT, a homelessness and addictions charity, Global Counsel, a consultancy firm, and at the British Foreign and Commonwealth Office (FCO). Harry chairs the Trust's Service Transformation Committee reporting to the Trust Board.

She was a senior partner of a GP practice in Ealing and has extensive experience in commissioning and strategic planning. Dr Parmar is also non-executive Director at The Royal Free London NHS Foundation Trust and a Trustee of North London Hospice. Mohini chairs the Trust's Quality Committee.

  • Professor Jennifer Quint

    Non-executive Director

    Professor Jennifer Quint joined the Trust as a Non-Executive Director in June 2025. She is a Consultant in Respiratory Medicine and a Clinical Senior Lecturer at Imperial College London, with a strong academic and clinical background in respiratory epidemiology. Professor Quint is a Fellow of the Higher Education Academy and the Royal College of Physicians. She leads NHS England's Respiratory Data Strategy, and co-leads the Health Data Research UK Inflammation and Immunity Driver Program. She currently serves as joint Editor-in-chief of the journal Thorax.
