    Elaine Baylis QPM

    Chair

    With more than 45 years' experience in public service, including 15 years in the NHS, Elaine was appointed Chair on 14 September 2026. Elaine's career in policing culminated in her holding the role of Assistant Chief Constable. In 2005, she was awarded the Queen's Police Medal (QPM) for her distinguished service to policing. She has also served on the boards of several third-sector organisations in Lincolnshire and spent three years as Chair of the Lincolnshire Adults Safeguarding Board. During her NHS career, Elaine has held several senior leadership roles, including Chair of Lincolnshire Community Health Services NHS Trust, Chair of United Lincolnshire Hospitals NHS Trust and, most recently, Group Chair of the Lincolnshire Community and Hospitals Group. In this role, she led the coming together of the two organisations, supporting closer working and improving care and experience for the people of Lincolnshire.

    Anthony May OBE DL

    Chief Executive

    Anthony was Chief Executive of Nottinghamshire County Council from April 2015 to August 2022, with responsibility for the council's £1.1 billion budget and around 18,000 staff who work directly and indirectly for the council. He was also Chair of the Midlands Engine Operating Board for five years and Chair of the Association of County Council Chief Executives for over two years. Anthony was also one of the nine chief executive leads (representing the East Midlands) who worked with the Department for Levelling Up, Housing and Communities, on the response to Covid-19 and the strategic direction of local government.

  • Andrew Hall

    Chief Operating Officer

    Andrew joined Nottingham University Hospitals in July 2025 from University Hospitals of Derby and Burton where he held senior operational leadership roles for 11 years and had been Chief Operating Officer since 2023. He has significant experience in leading service integration through the merger process which created UHDB as a 14,000 employee Trust serving a population of one million people, operating two acute sites and three community hospitals. He has held corporate roles covering transformation and patient flow functions, as well as spending several years leading the Trust's diagnostic and surgical services as Divisional Director. Prior to UHDB, Andrew worked in senior roles in local government as well as the wider NHS, mainly in Nottingham and Nottinghamshire, with experience in the fields of urban regeneration, health inequalities, community services and integrated health and social care. Andrew remained involved with the Nottinghamshire health community through ten years spent as a Non-Executive Director of Nottingham Emergency Medical Services (NEMS), which is the non-profit company that provides urgent primary care, including the urgent treatment services at QMC and King's Mill Hospital. He chaired the NEMS Board for four years and stepped down in June 2025 before joining NUH. Andrew continues to lead regional partnership work as chair of the East Midlands Radiotherapy Network. This supports joint work between the five Trusts in the region which provide this important component of cancer treatment.

  • Andy Callow

    Chief Digital and Transformation Officer

    Andy joined us from University Hospitals of Northamptonshire NHS Group (UHN), where he is Group Chief Digital Information Officer and Interim Group Chief Executive. As a member of the Executive Team and Trust Board at NUH, Andy will be responsible for our digital services and performance and informatics teams. Andy also holds the Senior Information Responsible Officer (SIRO) role. Andy joined Kettering General Hospital as the first ever Chief Digital Information Officer in April 2019 and went on to become Group Chief Digital Information Officer in December 2020. His career spans the private and public sectors, including Programme Director for the NHS App at NHS Digital and as Head of Technology Delivery for the national NHS website.

  • Dr Manjeet Shehmar

    Medical Director

    A Consultant in Obstetrics and Gynaecology, Dr Shehmar graduated from Imperial College School of Medicine in 1998. Prior to joining Walsall Healthcare Trust in 2019 as Deputy Medical Director, Dr Shehmar worked at Birmingham Women's and Children's NHS Foundation Trust where she was Clinical Director for Gynaecology, Theatres and Fertility. As well as her clinical roles, Dr Shehmar was an executive member of the Association of Early Pregnancy Units UK and was involved in setting up the Tommy's Miscarriage Research Centre at Birmingham. She has authored a number of research and educational publications and national guidelines and teaches regularly on national and international speciality courses. She has held national roles with the Royal College of Obstetricians and Gynaecologists and has been a Trustee and patient advocate for the Pregnancy Sickness Society after her own experience with hyperemesis (severe vomiting in pregnancy). Dr Shehmar is passionate about raising standards to provide the best patient care, putting patients first and supporting an environment where staff can work to their highest abilities. She will continue to work clinically as a consultant at NUH alongside her role as Medical Director.

  • Jack Adlam

    Director of Communications and Engagement

    Jack joins us from the NHS England regional team for the Midlands where he led the communications and engagement function for the largest of the seven NHS regions. Prior to this, Jack worked at some of the biggest and busiest hospitals in the Midlands and in London, including previous roles at NUH. As Director of Communications and Engagement, Jack will lead a team responsible for ensuring that there is effective communication in place with our staff, that we develop and sustain positive working relationships with our partners and stakeholders, including local and national media and that our patients and communities know what their local NHS is trying to achieve and how we're doing it. He is also the Executive Director responsible for our voluntary services. Jack lives in Nottinghamshire and has two young children.

  • Paul Matthew

    Chief Financial Officer

    Paul joins us from United Lincolnshire Hospitals NHS Trust (ULH), where he has been substantive Director of Digital and Finance since 2019. He played a major part in the improvement of the Trust's finances and supported its recent removal from the national Recovery Support Programme. He brings with him 20 years of experience working in the NHS in financial roles, he also stepped in at ULH as caretaker Director of People and OD, later taking on the oversight of its Estates and Facilities functions.

  • Tim Guyler

    Director of Strategy and Integration

    Tim has worked in acute hospital management for over 25 years. A graduate of the NHS Management Training Scheme in 1999, he worked in Hertfordshire and Hull and East Yorkshire before joining Nottingham City Hospital, then subsequently NUH, undertaking roles as General Manager, Head of Financial Turnaround, Deputy Director of Operations, Programme Director for Whole Hospital Improvement and Chief Operating Officer. Tim currently provides leadership for the Trust on Strategy, Planning, Partnerships and Integration across NUH, the local health and social care system, and the wider East Midlands.

    Chief Nurse and Deputy CEO

    After completing her nurse training Tracy went into the field of critical care nursing, working at a regional intensive care unit for over 15 years. Whilst working in critical care Tracy also became involved in the British Association of Critical Care Nursing (BACCN) she held a number of national board positions including Chair of the association for 4 years. Throughout her career Tracy has retained her passion, drive and commitment to improving patient care. She is dedicated to ensuring that the staff are supported to achieve excellence in patient care through creating positive care environments.

    Non Executive Director

    Karen became Deputy Chairman in 2021, and Chairman in 2022-2024. The experiences and knowledge she has gained during her time working as a nurse, and having progressed to various senior management roles including Executive Nurse, Deputy Chief Executive, and Director of Operations, and Chairman, will assist her in the new role as Associate NED at Nottingham University Hospitals. During her time at EMAS she launched a new five-year strategy, created and published a clear vision and ambitions to improve services for staff and volunteers and to enhance the care and treatment provided to patients. Compassionate leadership has always been a personal priority. She enjoys engaging with staff, utilising reverse mentoring opportunities and holding conversations with colleagues, leaders and volunteers and is looking forward to meeting members of the team at NUH. Karen has lived in Nottinghamshire all her life and particularly enjoys family time. Keeping fit is important to her and enjoys running, the gym and dog walking. For quieter moments she enjoys reading, knitting and sewing.

    As well as her expertise in dispute resolution Kate is a qualified change leader. Kate is a a local resident who was born and raised in Nottingham. She is a member of the NHS Pay Review Body, and she. is also an independent consultant in employment relations and the wider workplace.

  • Paul Lawrence

    Associate Non-Executive Director

    Most recently Paul is Managing Director of Addsecure – Smart Transport UK, North America & Australia, specialising in Fleet Management solutions to the transport & logistics industry. During his career Paul has specialised in engineering, sales leadership and senior management roles within the UK and internationally at leading companies including GEC, Siemens and Virgin Media. Paul brings a wealth of knowledge across various technologies, as well as driving transformational change in a digital context. In prior roles, Paul has delivered a range of next generation digital solutions to the NHS, specific to both acute and residential care environments and is looking forward to bringing his technology experience in support of the NUH digital agenda. Paul completed an MBA with Loughborough University Business School in 2007. On his appointment Paul said ‘It's both a delight and privilege to be chosen by our local Hospital Trust to take the role of Non- Executive Director'. Having lived in Nottingham for most of my life, I have always taken a keen interest in our healthcare services and I'm looking forward to using my knowledge and expertise for the benefit of patients and staff at NUH.

    Clinically he is an old age psychiatrist with a particular interest in memory assessment and support services. He co-led the development of the National Dementia Strategy for England and has worked closely with the World Health Organisation and governments internationally on dementia policy. He has been awarded national and international awards for policy and research in dementia.

  • Professor Sunita Toor

    Non-Executive Director

    Suni, as she prefers to be called, is Professor of Human Rights and Gender Justice Practice at the Helena Kennedy Centre for International Justice, Sheffield Hallam University. She is an academic, practitioner and advocate with over twenty years' experience working across human rights, equality, gender justice, violence against women and girls, and justice sector reform. Her work focuses on improving institutional responses to inequality, harm and exclusion, particularly for women, girls and marginalised communities. She has led and advised on national and international programmes supporting public sector reform, safeguarding, access to justice, women's safety, and more inclusive systems of accountability. As a Non-Executive Director, Suni brings a strong focus on equality, diversity and inclusion, patient and public voice, maternity and neonatal safety, organisational culture, and the experience of communities who may face barriers to trust, access and fair treatment. She is particularly interested in how large public institutions listen, learn and respond to the people and communities they serve. Suni is Nottingham born and, after living and working in other parts of the UK and internationally, has returned to Nottingham where she lives with her family. She is committed to supporting NUH to provide safe, inclusive, high-quality care for patients, families and staff across Nottingham and Nottinghamshire.

    Steve has worked as a Director of Finance in the NHS for 24 years and has worked in Community, Mental Health and Acute organisations at Board level. Steve also has experience of commissioning healthcare services and has worked for NHS England as Director of Finance in the South Yorkshire regional team. Steve is proud to be part of the NHS and believes its a privilege to work in this great institution, delivering the best quality care for the population we serve.
