Chair
Sir Richard Douglas
Chair
Sir Richard Douglas is the Joint Chair for NHS South East London and NHS South West London Integrated Care Boards. Having held several senior roles at the Department of Health and been a member of its Board, Richard is extremely familiar with how Government works at the highest levels. Before his retirement in April 2015, he was responsible for ensuring that the department itself, along with the health service, managed their finances effectively; and for this role, Richard was accountable to parliament. He also had primary responsibility for NHS policy and the government’s relationship with the NHS, and from 2011 to 2014 he was also Head of the Government Finance Profession. Richard was appointed as a Non-Executive Director to the Department of Health and Social Care in March 2024. In 2006, Richard was awarded membership of the Order of the Bath (CB) for services to health, and in the King’s Birthday Honours List 2024, he was awarded a knighthood for services to the NHS.

Andrew Bland
Chief executive
Andrew is Chief Executive Officer of NHS South East London and NHS South West London ICBs. Operating as a Cluster, the two ICBs plan and secure the delivery of health services for a combined population of four million Londoners, across 12 boroughs. Andrew has performed a system leadership role in south east London since 2012, as ICB Chief Executive and CCG Accountable Officer before that. He led the south east London Partnership to become the first Integrated Care System (ICS) in London in 2019, performing the ICS lead role thereafter. He convened and led the system response to the pandemic and south east London’s vaccination programme. Andrew is also the London lead for primary care transformation and currently leads on neighbourhood health service development in the capital. Joining the health service in 2000 as a NHS Management Trainee, Andrew has worked in London for the last 25 years. He is passionate about communities, system working and population health.

Bob Alexander

Bob has over 30 years’ experience in finance and accounting at board level across the public sector, including the NHS, Civil Service, and Metropolitan Police. After retiring as Deputy Chief Executive of NHS Improvement in 2018, he holds several non-executive roles. Bob is Vice Chair at Imperial College Healthcare NHS Trust, where he also chairs the Finance & Performance, Redevelopment, and Remuneration Committees. He serves as Independent Chair of the Sussex Health and Care Partnership, Non-Executive Director at London North West University Hospitals NHS Trust, Non-Executive Director and Chair of the Finance & Investment Committee at the London Ambulance Service, and Non-Executive Director and Chair of the Audit & Risk Committee at Community Health Partnerships Ltd. Bob holds an MBA and is a Fellow of the Chartered Institute of Public Finance and Accountancy.

Cllr Andreas Kirsch

Cllr Andreas Kirsch has been the Leader of Kingston Council since October 2021 and has represented the Chessington South and Malden Rushett ward for six years. Prior to his current roles, Andreas taught Japanese Studies at SOAS University of London and also served as a governor at Chessington School.

Dr Anne Rainsberry CBE
Deputy chair
With a professional background in HR and management, Anne has 32 years pf experience working in the NHS at local, regional and national levels. Before joining healthcare and life sciences consultancy Carnall Farrar in 2017 as managing partner, she was London regional director at NHS England for four years, where she led major service changes in the capital, including the reconfiguration of cancer and cardiac services. She has previously served as was chief executive of NHS North West London and Deputy Chief Executive of NHS London, and has held several other several managerial roles in London and the South East. Anne is currently a non-executive director at London Ambulance Service and chairs its People and Culture and Equality and Diversity Committee. She was awarded a CBE in 2017 for services to the NHS. Anne also chairs the ICB’s People Board and the Remuneration and Nominations Committee.

Dr Masood Ahmed

Dr Masood Ahmed, born at St Helier’s and raised in Morden, is a distinguished NHS leader with over 25 years of experience driving transformative change in healthcare. Known for his expertise in digital transformation, leadership development, and innovation, Masood has played a pivotal role in reshaping the healthcare landscape. He holds several roles, including Non-Executive Director on NHS Boards, Trustee at the Great Ormond Street Hospital Charity and Board advisor. His influence extends beyond the UK, where he regularly speaks internationally and supports healthcare organisations globally. Throughout his career, Masood has held significant positions such as Global Medical Director at Dell, Regional Chief Clinical Information Officer for NHS Midlands, and Chief Medical Officer for NHS Black Country CCG. During the pandemic, he oversaw the healthcare of 1.5 million people, demonstrating his strategic acumen. As the Chief Digital Information Officer of the STW Integrated Care System, he led the charge in developing a “digital first, not digital only” strategy, further cementing his reputation as a forward-thinking leader. Masood is also dedicated to fostering the next generation of healthcare leaders through his mentoring roles at Oxford University and Medology, and as a visiting lecturer at UCL Global Business School for Health. He is a key member of the NHS Confederation BME Leadership Network Steering Group, where he pioneered a national BME leadership mentoring program. A passionate advocate for health inequalities, systems leadership, quality improvement, and the EDI agenda, Masood’s work is characterised by his unwavering commitment to innovation and transformative change. His contributions continue to leave a lasting impact on the global healthcare community.

Jamal Butt

Jamal is a seasoned healthcare leader with over 25 years of experience in healthcare service transformation, digital technology innovation, life science start ups and commercial operations. A qualified pharmacist, he is currently the Entrepreneur in Residence at Cambridge University, where he supports and promotes the commercialisation of life changing innovation via spin-out companies, and is also a Venture Partner at Plutus Investment Group. He was previously the CEO of MedAdvisor UK, one of the world’s largest SaaS platforms for medication management and digital adherence programmes. He also contributes to the healthcare sector as a Fellow of the Royal Pharmaceutical Society, and a Non-Executive Director at Pharm@Sea. He also holds several Non-Executive Director positions for digital start-ups at Cambridge University. Jamal was previously on the pharmacy boards of both Boots UK and LloydsPharmacy UK, where he led the operations and service innovation teams across the UK. He studied Pharmacy at UCL and Finance and Management at Oxford University Said Business School. He is a strong advocate for integrated and patient-centric healthcare solutions that improve efficiency and outcomes

Jo Farrar

Jo is chief executive of Kingston and Richmond NHS Foundation Trust. Jo has extensive public and private sector experience, with 15 years of board level experience in the NHS. In his leadership role on the South West London Integrated Care System Richmond and Kingston place committees, Jo supports local partners to come together and transform the way that care is delivered, reflecting the needs of the local population.

Omar Daniel

Omar is a former healthcare management consultant turned healthtech entrepreneur and venture capital investor. Originally from Iraq, Omar arrived in the UK as a refugee, grew up in social housing in New Malden, and has since built a career dedicated to healthcare innovation. After successfully scaling his startup to reach 25% of the NHS Primary Care market in just 18 months, he now leads an angel syndicate focused on early-stage healthtech startups. Omar is also a mentor to healthtech founders, an assessor for Innovate UK, and an advisor to NHS England and the Tony Blair Institute for Global Change. Most recently, he launched the UK’s first Primary Care Innovation Accelerator, supporting the adoption of healthcare innovations across the UK.

Vanessa Ford
Partner member - NHS and Foundation Trusts
Vanessa became chief executive of South West London and St George’s Mental Health Trust in August 2019 having joined the Trust as director of nursing and quality standards in May 2016. Vanessa has a wealth of experience in mental health and nursing leadership roles. Before returning to the trust, where she completed her nursing training more than 22 years ago, she was interim director of nursing and quality assurance at Devon Partnership NHS Trust and director of nursing standards and governance at West London Mental Health NHS Trust. Vanessa is a registered mental health nurse and member of the Royal College of Nursing. Vanessa is the joint senior responsible officer for mental health for South West London. She is also senior responsible officer for digital across the South West London Integrated care System and co-chair of the NHS Confederation Mental Health Digital Forum. As such she leads on digital transformation and advocates for the positive impact it can have on the care and treatment of patients and increasing patient choice. Vanessa is also the NHS place based convenor for the borough of Merton. She leads a transition team working with partners to develop and strengthen Merton’s health and care together partnership.
