    Andrew is an experienced NHS system leader committed to working in partnership to improve the health of communities and secure high-quality care in South London for over 30 years. As strategic director for integrated health and care for both Lambeth Council and for NHS South East London ICB, he been responsible for taking forward the Lambeth Together place partnership, as part of the South East London Integrated Care System.

    Joint Acting Director of Planning

    Since joining the NHS in 2016, Annabel has working in a number of system leadership and commissioning focussed roles. Annabel has worked in south east London since 2019 and was appointed Acting Director of Planning at South East London Integrated Care Board in March 2026. Previous to this, Annabel was Director of Acute and Specialised Care at the ICB and led on the commissioning of acute and specialised services across the patch. Annabel started her career as a management consultant and has significant experience of large scale public sector transformation programmes, with a particular focus across the health system and local authority organisations. Annabel shares the Acting Director of Planning role with Rupinder Dev, who is currently on maternity leave.

    Lewisham Place Executive Director

    Ceri Jacob started her career in the NHS as a nurse working in both acute and primary care. She left clinical practice in 2000 and has worked in senior management roles across health and care including PCTs, CCGs, NHS England and a Local Authority. She has long been an advocate of collaborative and integrated planning and delivery on the basis that it leads to better outcomes for the local population, a better working environment for staff and a more sustainable health and care system. She has implemented this way of working in both Hillingdon CCG and the three outer North East London boroughs of North East London CCG. Clinical and professional leadership, supported by great managers, has been key to the successes this approach has delivered.

    Chief People Officer

    Crystal joined as Chief People Officer in March 2025. She is also Chief People Officer at Guy’s and St. Thomas’s NHS Foundation Trust, which she joined in August 2024. She was previously Chief People Officer at Royal Free London NHS Foundation Trust. Before joining the NHS, Crystal spent 18 years in the UK Civil Service, joining the Home Office from university and progressing through HR and organisational development roles both there and in the Ministry of Justice. She went on to hold senior roles at the Cabinet Office as HR Director, and Director of People at the Department for Work and Pensions – one of the Government’s largest departments, employing 80,000 colleagues nationally.

  • Dinah McLannahan

    Chief Finance and Compliance Officer

    Dinah is an experienced NHS finance leader with over 25 years’ experience across acute and system-wide roles in the West Midlands. Most recently she has been working as Executive Finance Lead for the Black Country Provider Collaborative, (BCPC) alongside a Black Country System Financial Improvement Director role. The BCPC is a formal collaborative of the four acute and community trusts in the Black Country system, driving forward service improvement, resilience and productivity improvement opportunities under the leadership of a shared Chair. Previously, Dinah served as Chief Finance Officer at Sandwell and West Birmingham NHS Trust, where she led major capital and service developments most notably for the new Midland Metropolitan University Hospital, which opened in October 2024. Her career has spanned senior leadership roles in Mental Health, Community and Acute provider backgrounds as well as NHS Improvement. Dinah also has a clinical background, qualifying as a nurse in 1995. After a short spell in general medical ward nursing, she specialised in Cardiac medicine and surgery at Southampton General Hospital, working her last shift in September 1998 before beginning accountancy training.

    Bromley Place Executive Director

    Angela, a public health doctor, is currently the ICB’s place-based director for Bromley. In her new role, she is looking forward to working with all local partners to build on the successes of the One Bromley partnership. Her particular focus will be on the system adopting a population health management approach to tackling problems in health and reducing variation in outcomes

  • Ed Waller

    Chief Commissioning Officer and Deputy Chief Executive

    Ed Waller joined in September 2026, from Kent and Medway ICB where was Deputy Chief Executive and Chief Commissioning Officer. Before that, Ed spent a number of years at NHS England, most recently as the Deputy Chief Financial Officer for Strategic Finance and Planning, as part of which he led the central NHS planning for the General Election in 2024. He was the NHS England Director of Primary Care, leading the settlement of new contracts for Community Pharmacy and General Practice as part of the NHS Long Term Plan in 2019. In that role he was national SRO for the primary care response to covid and seconded to lead the primary care part of the covid vaccine programme. Ed grew up on the edge of south west London and is now a longstanding resident of south east London.

    Chief Nurse and Quality Officer

    Elaine Clancy joined in September 2026 as Chief Nurse for NHS South East London and NHS South West London Integrated Care Boards, returning to the commissioning system following a secondment at St George’s, Epsom and St Helier University Hospitals Group (GESH), where she served as Group Chief Nurse. Elaine has more than 30 years’ experience in the NHS. A trained adult, paediatric and A&E nurse, she has worked on the frontline as well as holding a range of senior leadership roles across hospital and community services in London. Before taking up her current role, Elaine was Chief Nursing Officer for NHS South West London ICB and, during her secondment, led nursing across the GESH hospitals group. She has a longstanding connection to south west and south east London, having worked in a variety of clinical and leadership roles across the region.

  • Gabi Darby

    Greenwich Place Executive Director

    Gabi Darby took up her role as Place Executive Director in Greenwich in May 2025. Gabi is a committed collaborative leader, who has worked both locally and nationally, and in commissioner and provider organisations. As Place Executive Director in Greenwich, she works very closely with the Royal Borough of Greenwich and is focussed on the delivery of a Neighbourhood Health and Care service that is centred around people, responsible to individual’s needs and addresses historic health inequalities in access and outcomes. Gabi also convenes and supports the development of the Healthier Greenwich Partnership, which collectively drives transformation of services in Greenwich.

  • Toby Garrood

    Medical Director

    Toby has been a consultant rheumatologist at Guy’s at St Thomas’ NHS Hospital Foundation Trust since 2009. He trained at Guys and St Thomas’ and undertook much of his specialist training in south east London. He has been a clinical director at the Trust since 2018 and helped to lead the Trust’s response to the pandemic in outpatient care. He completed a PhD in 2009 and has maintained research interests in imaging of arthritis and service design. He is one of the leads for ambulatory care transformation at GSTT and has led a number of innovative projects in digital health which have recently achieved national recognition. He has particular interests in user-centred design as applied to healthcare, population health and value-based healthcare.

  • Tosca Fairchild

    Chief of Staff

    Tosca has a wealth of board experience covering public and voluntary sectors. She was appointed to South East London ICB from NHS Improvement and NHS England – East of England Region where she was the Regional Director of Intensive Support and Delivery Director for Equality and Health Inequalities. Prior to that she was the Assistant Chief Executive Officer at North Staffordshire Combined NHS Trust, having previously worked at University Hospitals of Derby and Burton (UHDB) as Director of Governance and Communications after successfully leading on the governance and legal architecture for the merger and acquisition of Burton Hospitals by Derby hospitals creating one of England’s biggest hospitals with 12,500+ staff and £850 million turnover. Tosca was subsequently conferred the first ever internationally recognised award to an NHS organisation and NHS employee by the Institute of Chartered Secretaries and Administrators, winning against FTSE-listed companies in the Governance of the Year Project (2018). Tosca is a former Chair of Show Racism the Red Card and an alumna of the first cohort of the Cabinet Office’s Accelerate Chief Executive Programme by the National Leadership Centre, having been identified as one of 20 highest performing ethnic minorities across the public sector (2021).

  • Ade Odunlade

    Partner Member (Mental Health)

    Ade Odunlade became South London and Maudsley NHS Foundation Trust’s new Interim Chief Executive Officer in November 2025. Ade joined the Trust in 2023 from Derbyshire Healthcare NHS Foundation Trust where he has served as the Chief Operating Officer since 2021. He brings more than 30 years of experience to the Trust, in clinical leadership, clinical transformation, workforce development learning and development, and senior management roles. He continues to chair the NHS Providers Chief Operating Officers Network. A nurse by background, Ade trained at Oxleas NHS Foundation Trust. He has spoken about his passion for clinical work in mental health settings, having spent time as a mental health nurse in acute inpatient wards, community teams and young offenders’ institutions and as a therapist supporting people with relationships and sexual dysfunctions. Ade Odunlade is the named Board lead for Mental Health.

    Anu is a Board level local government and health leader, working across government and other agencies. She has been a statutory Director of Adult Social Care and Chaired an Integrated Care NHS Trust. Anu is passionate about person centred care and community empowerment; and has led on new relationships with communities for the NHS at national level, County Councils and Metropolitan Councils. For the last year Anu has been the Independent Chair for Partnership Southwark, working with our vibrant communities to drive place-based health and care. Anu is chair of the Engagement Assurance Committee .

  • Dr George Verghese

    Partner Member (Primary Care)

    Dr George Verghese, our Partner Member (Primary Care), has been a General Practitioner in Lambeth since 2010. As GP partner in Waterloo Health Centre, he had the privilege of providing care to a vibrant, economically and ethnically diverse registered patient list in the Waterloo area. In 2019 he became clinical director of the North Lambeth Primary Care Network of GP practices. Later, he codeveloped and co-chaired the Lambeth GP clinical cabinet, a collaborative forum that enabled a coherent and united primary care voice into the Lambeth health and social care system. These organisations were major players in Lambeth’s COVID pandemic response, and he was clinical lead in one of England’s first GP COVID vaccine centres. All of Dr George Verghese’s roles have fostered his appreciation for neighbourhood and place-based working. He is totally committed to the better join up of care around people and communities of south east London. Dr George Verghese is passionate about the health and social care system working closely together to better understand the communities they care for and to co-produce services to support them to thrive.

  • Dr Ify Okocha

    Partner Member (community services)

    Dr Ify Okocha is Chief Executive of Oxleas NHS Foundation Trust which provides community health, mental health and learning disability services across south east London. He qualified in medicine in 1985 and, after training in psychiatry, obtained his membership of the Royal College of Psychiatrists in 1992. He is on the Roll of Honour of the Royal College of Psychiatrists. Ify has worked in health services locally for several decades and was Medical Director at Oxleas before becoming Chief Executive in 2021. Improving the lives of our patients and their families is Ify’s key focus. He achieves this through working with partners to develop high quality and innovative clinical services, implementing evidence based clinical practice and research and supporting teams to deliver the best care possible.

    Mike is a chartered accountant with over 40 years’ senior experience in finance, including as Chief Financial Officer and Board director, much of which he gained at DC Advisory, an international investment bank. He joined DC Advisory in 2001, and was appointed as European Group Chief Financial Officer and Board Director in 2004. He retired from executive roles in 2022 and served for three years as Non-Executive Chaiman of DC Advisory’s European holding company.

His experience of partnership working includes leading for SOLACE on health and social care, regeneration for the West London Alliance, and adult services for London Councils. He is the CEO lead for Thrive LDN, London’s initiative to promote mental health wellbeing. He was the Audit Commission’s head of policy and was part of the central government team that drafted ‘Every Child Matters’ which has transformed England’s children services nationally.

  • Professor Clive Kay

    Partner Member (Acute Care)

    Professor Clive Kay joined King’s College Hospital NHS FT as Chief Executive in April 2019. Clive has extensive clinical and leadership experience, and prior to taking up his position at King’s he was Chief Executive at Bradford Teaching Hospitals NHS Foundation Trust from January 2015. Previously he was Clinical Director of Radiology (2001-2006) and subsequently the Medical Director (2006-2014) at Bradford. Prior to working at Bradford, Clive was a Visiting Associate Professor of Radiology at the Medical University of South Carolina. Member of Council of the Royal College of Radiologists, and former Chairman of both the Royal College of Radiologist’s Scientific Programme Committee and the British Society of Gastrointestinal and Abdominal Radiology. He is currently a Fellow of the Royal College of Radiologists and a Fellow of the Royal College of Physicians of Edinburgh.
