    Chair

    Anu joined the Leicester, Leicestershire and Rutland ICB and Northamptonshire ICB as Chair in October 2025. She had previously been Chair of Black Country ICB and has also Chaired an integrated NHS Trust, bringing a wealth of experience to the role as a Board-level local government and health leader. Anu has also held the roles of statutory Local Authority Director of Adult Social Care and Director of Patient and Public Participation and Insight for NHS England, taking the lead for the NHS in ensuring the voice of patients, service users, carers and the public is at its heart.

    Chief Executive

    Before the transition to Northamptonshire Integrated Care Board, Toby was the Chief Executive of Northamptonshire Clinical Commissioning Groups. With over 20 years' experience in the NHS, Toby was previously the Managing Director (Accountable Officer) of West Leicestershire Clinical Commissioning Group, an organisation which he successfully helped set up and lead for seven years. Toby has extensive experience in a variety of senior management and system leadership roles including being the Sustainability and Transformation Partnership (STP) Lead over the last three years for the Better Care Together programme serving the one million local people of Leicester, Leicestershire and Rutland (LLR). An experienced Board Director, Toby previously held Deputy Chief Executive roles with the LLR PCT Cluster, and Leicester City PCT where he also held the role of Director of Primary and Community Care. Toby has also worked elsewhere in the NHS in an acute hospital setting and strategic health authority roles. Toby has a strong appreciation of how the NHS and wider public sector touches and impacts on most of our lives. He is passionate about the value of clinical leadership and patient involvement, working with health and care professionals across public services to achieve the best value and outcomes for local people and places. Before joining the NHS in 2003, Toby held a number of roles within local government and management consultancy with a focus on place based regeneration in economically deprived industrial areas in the North West, South Yorkshire and Wales.

    Chief Delivery Officer

    Eileen previously worked as the county's Integrated Care System (ICS) Transition Director and has almost 30 years of NHS experience. She has held a number of executive positions including as Hospital CEO at Northampton General Hospital and Hospital Chief Executive at Kettering General Hospital. As Chief Delivery Officer, Eileen's responsibilities include performance management, service redesign and improvement, some aspects of contracting, emergency planning and public and patient communication and engagement.   • Maria Laffan

    Chief Nursing Officer

    Maria our Chief Nursing Officer is a registered general nurse. She has spent most of her career working across Bedfordshire & Hertfordshire in nursing, operational and director roles. Her most recent role was as deputy chief nurse for Bedfordshire, Luton and Milton Keynes (BLMK) ICB and director of nursing CCG, and prior to that her clinical specialist background was predominantly in urgent care, out of hours and community services provision services provision. Her experience spans Nursing , Quality , governance ,safeguarding, strategy, and quality improvement. Her interest is in supporting quality health care provision and oversight, working collaboratively and across systems and places to reduce health inequalities to support providing the highest quality clinical care for the population she serves . Maria is a keen music lover, dog walker and enjoys travelling. Maria is also our executive lead for Special educational needs and disabilities (SEND).

  • Matt Gaunt

    Chief Finance Officer

    Matt has over 40 years' experience of commercial and financial management in a succession of senior roles in the private and public sectors. He joined the NHS in 2009 and has worked in the Midlands and Northwest of England in senior finance roles including over 10 years as CFO. Matt is executive lead for finance, contracting, procurement and corporate governance. Prior to joining Northamptonshire Integrated Care Board (ICB), he was CFO of NHS Lincolnshire ICB. Matt understands our population, rightly expects a safe, effective and sustainable NHS and sees his role as ensuring the ICB make best possible use of the resources that the taxpayer entrusts to it. He has a keen interest in how the NHS can work with charities and the voluntary sector in delivering social value to our population across Northamptonshire. Matt lives with his partner Sarah, near Ratby, Leicestershire.

  • Pete Burnett

    Chief Strategy Officer

    Pete joined the NHS in 2008 and has worked in the public sector for 20 years in a range of roles across service delivery, strategy, planning and leading transformation programmes. During his career in the NHS, Pete has worked for various NHS organisations including East Midlands Ambulance Service, Nottingham University Hospitals, and Nottingham City Clinical Commissioning Group. His last role prior to working for the NHS in Lincolnshire was at NHS England and Improvement, operating as the primary relationship manager for NHS provider Trusts and commissioners in the Lincolnshire system. Initially the interim STP Programme Director for Lincolnshire ICB from February 2020, Pete was subsequently recruited to the role of System Strategy and Planning Director in April 2021. Pete played a key role in establishing NHS Lincolnshire ICB and was the Executive lead for the ICB's Strategy, Planning, Communications and Engagement functions.

  • Professor Nil Sanganee

    Chief Medical Officer

    Professor Sanganee has been a GP since 2004, working as a Partner at Castle Medical Group in Ashby, Leicestershire. Being passionate about medical education, he has also worked as a GP Trainer, Medical Student Tutor, GP Appraiser and Examiner for the Royal College of GPs. He has been a longstanding Board Member for West Leicestershire CCG (WLCCG) and since 2020, was the Vice Chair of the CCG, leading on a wide range of clinical pathways and driving improvements in the quality of care. Professor Sanganee will oversee the Clinical Strategy and priorities for the transformation of high quality, accessible services within primary, community and hospital sectors to ensure that we are delivering the highest standards of care and achieving the best outcomes for patients. He is keen to champion the role of a broad range of health and care professionals both at the frontline of patient care and in leadership roles across the system. Using his experience as a clinical leader, he will continue to listen and respond to patients' views to improve the service that our citizens experience locally and to optimise the health of our population overall, whilst driving down inequalities in health and care outcomes. Professor Sanganee is also our executive lead for Learning Disability and Downs Syndrome.

In 2019, Angela was appointed Chief Executive of Leicestershire Partnership Trust and is now the joint Chief Executive of the Leicestershire Partnership and Northamptonshire Healthcare Group. Angela brings to the Board a strong belief in developing compassionate cultures. She prioritises co-production and involvement with patients, service users and carers. Angela was also awarded an Honorary Doctorate from the University of Northampton for her contribution to leadership.

  • Dr Dipesh Naik

    Partner Member – Primary Medical Services

    In 2012, he became Northampton Central Locality Chair for Nene Clinical Commissioning Group (CCG). He subsequently joined the emerging GP Federation, General Practice Alliance Limited (GPA), in 2014 as Clinical Executive Director. In this role, he worked across 27 GP practices serving approximately 250,000 patients, leading the development of at-scale services including enhanced access appointments and online consultation platforms. Dr Naik has extensive experience in both primary care and urgent care settings, having worked in Out-of-Hours services alongside his role as a GP Partner at Abington Medical Centre in Northampton. This combination of experience provides him with a broad and comprehensive understanding of the challenges and opportunities facing general practice today. In addition to his clinical work, Dr Naik serves as a Senior University Lecturer in Digital Health, where he explores the application of emerging technologies within healthcare. His areas of interest include artificial intelligence, robotics, telemedicine and the wider digital transformation of healthcare services. Dr Naik strongly believes that general practice is central to delivering a healthcare system that is cost-effective, efficient and sustainable. He advocates for empowering GPs to lead and implement the changes necessary to meet the evolving needs of patients and the NHS. A passionate supporter of digital innovation, he believes that technology should enhance clinical practice by supporting healthcare professionals, improving patient care and increasing meaningful patient contact, rather than constraining or replacing clinicians.

    Liz started her career as a general and mental health nurse, working in primary and secondary care before pursing a career in public health.
