  • Alex Heritage

    Chief strategy and planning officer

    Alex has built his career across local government and the NHS, with a strong focus on strategy, transformation, and system working. He previously worked at Lancashire and South Cumbria NHS Foundation Trust as chief strategy officer, where many colleagues will know him from his work to shape and deliver organisational strategy. He has also served as chief executive officer at the NHS Transformation Unit. Most recently, he was chief strategy and transformation officer at Hampshire and Isle of Wight Healthcare NHS Foundation Trust. In that role, he led the development of a new organisational strategy following a complex merger, alongside major digital and integration programmes that improved experiences for both staff and people using services. Alex brings deep experience in leading large-scale change and building joined-up services across organisations. In his role at the ICB, he leads strategic planning and supports partners to deliver better outcomes for communities across Lancashire and South Cumbria.

    Andy has spent many years working across Lancashire and South Cumbria, leading improvements in clinical care and supporting system-wide change. He brings strong clinical insight and a clear focus on delivering safe, high-quality services for local people. His work centres on improving patient outcomes, strengthening clinical leadership, and shaping services that meet the needs of communities across the region.

  • Professor Jane Scattergood

    Chief nurse (interim)

    Jane became a visiting professor at Cumbria University in 2025 in recognition of her leadership and long-standing contribution to nursing and public health, both regionally and nationally. Jane was also awarded the title Queens Nurse in 2019 and is an Honorary Member of the Faculty of Public Health. She sat on the Fitness to Practise panel of the Nursing and Midwifery Council for two complete terms and was a standing member of the NICE Quality Standards Advisory Committee. Jane has a special interest in maximising the contribution of nursing, nurses as leaders, public health nursing and professional regulation and discipline. Jane brings expertise in public health interventions for the population, particularly in the fields of maternity, early years and population screening programmes and has a special interest in quality assurance, quality improvement and demonstrating the impact of strategies and interventions. Jane is Chair of ICON, a charity and national programme to drive down the incidence of abusive head trauma in infancy. Jane lives in South Cumbria and had worked clinically for many years in Barrow-in-Furness, in the community, in out of hours primary care and in acute care. Jane was a volunteer custody visitor at Barrow police station on behalf of the Police and Crime Commissioner for Cumbria and now chairs Cumbria Constabulary’s Community Scrutiny (Ethics and Integrity) Committee.
