    Shane Devlin

    A proud product of Comprehensive Education in England, Shane studied at Queens University, Belfast, graduating in 1995 as a Bachelor of Science: Economics. He followed this with a Postgraduate Diploma from the Institute of Management. Shane also gained a Diploma in Business Improvement from the University of Ulster and studied at Harvard University, participating in the Kennedy School of Government programme – “Leaders for Tomorrow”. Shane began his career with the Northern Ireland Quality Centre before joining the local Health Service in 1998, working in Down and Lisburn Trust, the Department of Health and South Eastern Trust, before moving to the Business Services Organisation as Director of Customer Care and Performance and Director of Business Services Transformation. Shane moved from BSO in 2013 to Belfast Trust as Director of Planning, Performance and Informatics, where he remained until December 2016, when he was appointed Chief Executive of the Northern Ireland Ambulance Service. Shane has a strong delivery and accountability background as a senior and chief executive of an Integrated Trust. He has delivered transformation at a Northern Ireland-wide level, always through partnership. He has a mature approach to communication with politicians, senior officials and, most importantly, patients and communities. On a personal level, Shane is married with two children and enjoys golf and gardening.

    In 2013, David moved to NHS South Gloucestershire Clinical Commissioning Group (CCG) as Director of Operations. From 2017, he became Area Director for South Gloucestershire and Bristol at NHS Bristol, North Somerset and South Gloucestershire CCG. He then held the role of Chief Delivery Officer at NHS Bristol, North Somerset and South Gloucestershire ICB.

  • Dr Ananthakrishnan Raghuram MBE

    Chief Clinical Leadership and Delivery Officer (Medical)

    Before joining GHNHSFT in 2007, Raghu spent five years as a Consultant Physician at City Hospital in Birmingham. As Associate Medical Director, he established a thriving leadership development programme for aspiring senior clinical leaders. Raghu has a keen interest in clinical leadership and has a Masters degree in Healthcare education from Bristol University. He is head of the Postgraduate School of Medicine, Health Education England (South West) and a Host and Chair of Examiners for the Royal College of Physicians. He is an elected trustee councillor at the Royal College of Physicians. He was awarded an MBE in the Queen’s Birthday Honours 2021.

    Joanne has also held previous roles as joint Managing Director and Medical Director of the NHS Southeast London Bexley Business Support Unit, and in GP education. In 2013, she participated in the Generation Q Masters programme and remains a Fellow of the Health Foundation.

    Chief Clinical Leadership and Delivery Officer (Nursing)

    Prior to joining the CCG, Rosi was a Deputy Director of Nursing for NHS England and Improvement, where she worked across the southern region on a range of portfolio areas, including quality improvement in primary care, safeguarding, and Continuing Health Care, and she was the carers lead for the south of England. Earlier in her career, Rosi held a variety of senior roles in health and social care across Gloucestershire, with a focus on the delivery of integration.

    Alison is passionate about the need for delivering measurable outcomes, improving service quality, strengthening system integration, advancing population health, and reducing health inequalities. With a clinical background in nursing and a Masters Degree in Management, Alison brings a strong people-centred perspective, combining compassionate leadership with a system-wide evidence-based approach that focuses on real-world impact for individuals, communities and the workforce. Alison is also an accredited Independent Executive Coach, supporting leaders to achieve personal growth, enhance their effectiveness and achieve their objectives.

    Chief Executive, South Gloucestershire Council

    David has nearly 20 years experience operating at board level, and led the development of an ambitious £1 billion City Deal for the wider area, as well as being involved in the creation of the West of England Combined Authority. The council is also the accountable body for the Western Gateway Powerhouse, covering much of the South West and South Wales. David has a passion for improving the lives of young people, reducing child poverty, and seeking to increase educational attainment. He is a strong advocate of values based leadership, and in the benefits of using technology to improve our lives; developing the South Gloucestershire Tec Arc, and most recently an innovative open Industrial Internet of Things research and development network/testbed. David is a qualified accountant by profession, has a Masters in Business Administration, and is a local government peer officer. He is also a member of the SOLACE (Society of Local Authority Chief Executives) in Business Board, the SOLACE Policy Board, Deputy Chair of ALACE, and supports as one of South West Regional Chief Executives. At the ICB he provides knowledge and perspective of rural communities.

    Chief Executive, Avon and Wiltshire Mental Health Partnership NHS Trust

    Since joining AWP, Dominic has been motivated by his commitment to support teams in delivering outstanding care for service users and their families, friends and carers. To achieve his vision of ‘Outstanding AWP’, Dominic has focused teams across the Trust on delivering high quality care, developing outstanding people, providing sustainable services and delivering care in partnership. Dominic is responsible for how the organisation is managed and for the achievement of all objectives. He is held to account by the Trust Board but in turn holds Executive Directors to account for those responsibilities they have delegated through management structures. At the ICB, he provides knowledge and perspective of acute and community mental health services.

  • Dr Jacob Lee

    Clinical Chair of the GP Collaborative Board

    Since 2018, Dr Lee has been a GP partner at Horfield Health Centre in Bristol. He is the clinical lead for the North and West locality, chair of North and West locality forum, and chair of the GP Collaborative Board. Dr Lee is a longstanding advocate of relational continuity of care for patients. He was the clinical lead for the Bristol, North Somerset and South Gloucestershire element of a Health Foundation continuity of care project and gave expert evidence on its benefits to the Health and Social Care Parliamentary Select Committee.

  • Dr John Martin

    Chief Executive, South West Ambulance Service

    John joined the organisation from London Ambulance Service NHS Trust, where he was Chief Paramedic and Quality Officer and Deputy Chief Executive. An experienced Executive Board member with a wealth of clinical and operational experience across ambulance, acute, community and mental health NHS services, John is also a Visiting Professor in Paramedic Science at the University of Hertfordshire. John joined London Ambulance Service NHS Trust in March 2021 and was the first Chief Paramedic to sit on an ambulance Trust Board. John was formerly a director at Cambridgeshire and Peterborough NHS Foundation Trust and has dedicated his career to improving patient care and developing the paramedic profession. John has been active in developing the College of Paramedics for many years, and in May 2023, he finished his second term as the College’s President.

    Ellen’s latter commercial roles were with Debenhams PLC (1998 to 2008) in roles as Trading Director, where she was responsible for the development of brands, products, and services. Also, as an Operations Director leading a workforce of over 5,000 staff. She followed this with working as a freelance consultant and executive coach (2010 to 2014). Since then, Ellen has developed a portfolio of NED roles. Her current NED commitments are: Ellen’s previous NED roles were with Qualifications Wales, charing the Remuneration committee and as a member of the Resources committee (2015 to 2021), with the Welsh Government Audit Committee (2014 to 2018), and Linc Cymru (2014 to 2018).

  • Jo Beer

    Chief Executive, Sirona care & health

    Originally trained as both an adult and children’s nurse, Jo has held a range of executive clinical and operational leadership roles across multiple providers. She combines a strong clinical foundation with strategic and operational expertise and has a proven track record of leading performance improvement, transformation and recovery in complex and challenged organisations. Before joining Sirona, Jo served for over five years as Chief Operating Officer at University Hospitals Plymouth NHS Trust, a major tertiary, teaching and integrated care provider serving more than two million people. In this role, she led large-scale service transformation, performance recovery and innovation programmes. Jo also led the procurement and establishment of Plymouth’s Integrated Care Provider and has held executive and joint executive roles within community and local authority providers, giving her a distinctive perspective on system integration and social-enterprise leadership. She is passionate about inclusion and equity, having served as Executive Sponsor for BAME staff networks and led several cultural and leadership development initiatives. Beyond her NHS career, Jo is a Trustee Director of Plymouth Access to Housing (PATH), supporting people facing homelessness and complex lives, and co-founded a health-outreach programme in Ghana focused on improving health and education in rural communities.

  • Mandy Bishop

    Chief Executive, North Somerset Council

    Currently, as CEO at North Somerset Council, Mandy oversees strategy, policy and delivery, working closely with private, public and VCS partners and our wonderful communities. This follows earlier roles with the council, as well as Bath and North East Somerset, Newport City and Bristol City Councils, characterised by a commitment to achieving performance, value and quality of service through effective leadership, innovation in best practices, and partnerships. Mandy leads strategic and delivery of first-class outcomes for highly complex public sector organisations, with a strong record of fiscal responsibility, regulatory compliance, customer experience and employee engagement. She is deeply experienced in public sector commissioning, partnerships and oversight of capital programmes. She governs substantive transformation work, including large-scale service redesign, organisational restructure, IT and digital deployment. Mandy builds high-performance teams across multiple functions and dispersed workforces, providing authentic, visible and transparent leadership that fosters strong retention and engagement. She recruits and develops cohesive leadership teams that share clear organisational vision and goals, and is a committed mentor and coach.

  • Maria Kane OBE

    Joint Chief Executive North Bristol NHS Trust and University Hospitals Bristol and Weston NHS Foundation Trust

    Maria previously worked as Chief Executive of North Middlesex University Hospital NHS Trust from 2017 until 2021, as Chief Executive of Barnet, Enfield and Haringey Mental Health NHS Trust between 2007 and 2017, and as Executive Director at North West London Strategic Health Authority between 2002 and 2006. Maria has held a variety of senior roles in corporate and strategic development for the Royal College of Midwives, Medical Protection Society and the National Council of Voluntary Organisations. In 2019, Maria was made an OBE for services to health care leadership over two decades, particularly in North London. Maria is Chair of Bristol Health Partners, a member of the Bristol, North Somerset and South Gloucestershire Integrated Care Board, and sits on the board of Health Innovation West of England. She is also the South West representative for the NHS Genomics Board, and is the representative for the South West on the NHS Impact National Improvement Board. Maria has previously been a trustee of Open Door, Umbrella Mental Health, and Young Minds, as well as an adviser to the Lullaby Trust and a special adviser to the Care Quality Commission. She was also chair of governors of a primary school for ten years. At the ICB she provides knowledge and perspective of acute secondary care services.

    Nick has over 30 years’ experience of working in local government, in a variety of senior executive roles in London, and Brighton and Hove. Nick has extensive experience of designing and delivering transformation programmes to address the needs of large councils and the opportunities and challenges of cities and city systems.
