Danielle Oum
Chair
Danielle is currently Chair of Tuntum Housing Association – a community-based housing association working to empower multi-cultural neighbourhoods. She currently also holds several board member positions, including at Coventry University; Fusion21 - a social enterprise specialising in efficient and impactful public sector procurement which spearheads social value; and Waythrough - an organisation providing support for individuals and their families living with the effects of mental ill-health, drug and alcohol misuse, gambling issues and domestic violence. She began her career in publishing and went on to work in skills development roles at the Department for Work and Pensions and Regional Action West Midlands, before working as a Regeneration Zone Manager at the Learning and Skills Council. Danielle joined Queen Elizabeth Hospital Birmingham NHS Foundation Trust in 2004, where she worked for over three years in business development and regeneration roles. Between 2007 and 2010, Danielle was Head of Employment and Skills for Black Country Consortium Ltd - a Local Enterprise Partnership working to increase economic prosperity in the Black Country. In 2010, she joined Groundwork UK – a national body of a federation of independent regeneration charities – as Head of Federation Support, before her departure in 2014. Amongst her other former roles has been as Chair of Dudley and Walsall Mental Health Partnership Trust; non-executive board member ay Walsall Healthcare NHS Trust; and non-executive director of Royal Wolverhampton Hospitals NHS Trust.

David Melbourne
Chief Executive
David was appointed Chief Executive of the new NHS Birmingham, Black Country and Solihull ICB cluster in September 2025, having previously served as Chief Executive of NHS Birmingham and Solihull Integrated Care Board, which he helped establish in 2022. He studied economics at the University of Leicester before qualifying as an accountant and completing an MBA. David began his career at KPMG where, as a senior manager, he worked mainly across the health and education sectors. He was drawn to the NHS by the scale, variety and challenge of public service, and by the opportunity to lead work that makes a real difference to people and communities. Before moving into chief executive roles, David held several Director of Finance positions across Derbyshire, Lincolnshire and Birmingham. He then spent more than a decade at Birmingham Women’s and Children’s NHS Foundation Trust, including eight years as Deputy Chief Executive and Chief Finance Officer, and served as Interim Chief Executive on three separate occasions. During that time, he led a number of major change programmes, including the merger of Birmingham Women’s and Birmingham Children’s hospitals and the development of Waterfall House, bringing together cancer, rare diseases and children’s surgical services. A consistent theme throughout David’s career has been a strong commitment to public service and a passion for addressing health inequalities. He believes the NHS must be focused not only on delivering high-quality care, but on improving outcomes for those communities who face the greatest barriers to good health. David also helped establish The Health Exchange, a Birmingham-based social enterprise that provides health promotion advice and support to disadvantaged and hard-to-reach communities. In December 2011, he was named NHS Finance Director of the Year by the Healthcare Financial Management Association. He is Chair of the NHS Supply Chain Midlands Advisory Board and a member of the national NHS Supply Chain Advisory Board.

Paul Athey
Chief Financial Officer
Paul joined the NHS as a member of the national financial management training scheme, having qualified with a degree in accounting and finance at Birmingham University. Following early roles in the West Midlands South Strategic Health Authority and Wyre Forest Primary Care Trust, Paul joined the Royal Orthopaedic Hospital in 2006 as Head of Financial Management. In 2009 Paul was named Deputy Director of Finance at the Royal Orthopaedic Hospital, and in 2013 Paul was appointed as Director of Finance and Performance. He subsequently spent two years as the Interim Chief Executive from 2017 to 2019. In May 2019, Paul joined NHS Birmingham and Solihull Clinical Commissioning Group (CCG) as Chief Finance Officer. Two years later, in summer 2021, Paul became the finance lead for the Birmingham and Solihull system. In this new role, Paul was responsible for developing the emerging financial framework for the Integrated Care System. In May 2022, Paul was appointed as Chief Finance Officer of the NHS Birmingham and Solihull Integrated Care Board (ICB). In this role, he played a central part in shaping financial governance, system sustainability and investment planning to support improved health outcomes. As Chief Financial Officer for the NHS Birmingham, Black Country and Solihull cluster, Paul continues to play an instrumental role in leading the finance and investment strategy, supporting collaboration across organisations, and ensuring the effective stewardship of public resources to deliver the system’s strategic priorities.

Phil Johns
Chief Strategy Officer
Phil Johns was appointed Chief Strategy Officer for the NHS Birmingham, Black Country and Solihull Integrated Care Board (ICB) cluster in January 2026, bringing more than 25 years of experience across NHS provider and commissioning organisations. Prior to this role, Phil served as Chief Executive Officer of NHS Coventry and Warwickshire Integrated Care Board from its establishment in July 2022 until 2025. He joined the organisation from the newly merged Coventry and Warwickshire Clinical Commissioning Groups (CCGs), where he had been Chief Executive since December 2020, providing leadership through a period of significant system transition. Earlier in his career, Phil held a number of senior finance and executive roles. He was Deputy Chief Executive and Chief Finance Officer at Birmingham and Solihull CCG between 2017 and 2020, and previously served as Chief Finance Officer at Birmingham Cross City CCG. His earlier roles include Director and Deputy Director of Finance at NHS South Birmingham and Associate Director of Finance at University Hospitals Coventry and Warwickshire NHS Trust. Throughout his career, Phil has worked across both provider and commissioner settings, developing a strong track record in financial leadership, system transformation and partnership working. He is a committed advocate for integrated care, with a strong belief in collaboration, local empowerment and engaging organisations, professionals and communities in shaping health and care services.

Sally Roberts
Chief Clinical and Quality Officer
Sally has dedicated over 40 years of service to the NHS, much of that time serving communities across the Black Country. Prior to her current role, Sally was Chief Nursing Officer and Deputy Chief Executive Officer for the NHS Black Country Integrated Care Board and served as the lead Board Level Nurse for the Integrated Care System, a role she held for three years. Sally’s previous senior leadership roles include Chief Nurse and Director of Quality at the former Wolverhampton and Walsall Clinical Commissioning Groups, and the former Black Country and West Birmingham Clinical Commissioning Group. Her career spans senior roles across NHS provider, education and commissioning organisations, and she has contributed to nursing and quality agendas at both regional and national levels. A registered nurse, Sally is also a specialist practitioner, district nurse, lecturer/practice educator, and nurse prescriber. In recognition of her outstanding contribution to nursing, healthcare leadership and service to local communities, she was awarded an Honorary Doctorate of Science by the University of Wolverhampton in July 2025. Within the cluster, Sally is the executive lead for children and young people, including those with special educational needs and disabilities (SEND), and safeguarding across all ages, including looked-after children. She is widely recognised for her commitment to quality improvement, compassionate leadership and championing the nursing profession across the health and care system.

Harry Hayer
Non-executive member and Chair, Remcom Committee, and Transition Committee
Harry is an experienced executive and non-executive director, with over 30 years on the Boards of organisations in the NHS and charity sector. He has specialist experience in large scale change and transformation. He is currently Change Director at Walk Wheel Cycle Trust (formerly known as Sustrans), Vice Chair of Brunelcare, a Trustee of Trees for Cities and a Regional Advisory Board Member of Canal and River Trust. Harry was recently a Non-Executive Member and Senior Independent Director of the NHS Coventry and Warwickshire Integrated Care Board.

Jonathan Brotherton
Group Chief Executive at University Hospitals Birmingham NHS Foundation Trust
On 1 April 2019, he was appointed COO for the whole Trust and was responsible for the day-to-day running of its four hospitals, Birmingham Chest Clinic, Solihull Community Services and a number of ‘satellite’ units. In addition to holding the COO role, Jonathan was appointed as Deputy Chief Executive in February 2022, and became Interim Chief Executive in January 2023. In July 2023 Jonathan was appointed as the Trust’s Group Chief Executive. Jonathan joined the NHS in 1992 as a trainee paramedic in Worcestershire, working clinically for 12 years, before moving into management full time. He graduated from the University of Worcester with a Masters’ degree in Management Studies in 2007 and has worked in senior leadership roles in a number of acute hospital trusts, regional ambulance services and the National Intensive Support Team.

In addition to being a Deputy Lieutenant of the West Midlands, Kevin holds a number of non-executive and trustee roles which reflect his social interests, including Black Country Housing Group, and The Oversight Trust, which oversees organisations investing social finance derived from the Dormant Assets scheme.

Pamela Bradbury
Non-executive member and Chair, Quality Committee
Pamela also served 4 years as Nursing Officer with the Department of Health advising on policies relating to improving access and services in Primary Care. Since retirement, Pam has championed the voice of people, spending 5 years as Chair of Healthwatch Dudley, Committee Member of Healthwatch England and People Champion at the NHS Leadership Academy and as Non-Executive Director at Walsall Healthcare NHS Trust where she Chaired the Quality & Patient Safety Committee and was Lead for Maternity Safety and Freedom to Speak. Pamela’s most recent appointment was as Non-Executive Member & Deputy Chair at NHS Coventry and Warwickshire Integrated Care Board and she will continue to work with Coventry and Warwickshire until the end of 25/26, ensuring a comprehensive handover at the end of the year.

Paul Johnson
Chief Executive, Solihull Metropolitan Borough Council
Paul Johnson is the Chief Executive of Solihull Council, a position he has held since July 2023. Prior to this, he served as the Council's Director of Resources and Deputy Chief Executive, and was appointed Acting Chief Executive in November 2022 following the resignation of his predecessor, Nick Page. Throughout his tenure at Solihull Council, which began in 2008, Mr. Johnson has played a pivotal role in delivering key projects and driving improvements within the borough. In his current role, he is committed to making Solihull an inclusive, clean, and safe place where all residents can benefit from economic growth. Before joining Solihull Council, Mr. Johnson began his career in local government in Nottinghamshire and has a background in accountancy.

Paul Taylor
Non-executive member and Chair, Finance Committee
Paul is a retired NHS finance director. In his last role, Paul worked for 20 years as a management consultant to the NHS after 11 years working substantively in the NHS at director level. He is a very experienced public sector finance professional who has held senior positions in a number of different organisations, both in primary and secondary care and the intermediate and national tiers. He offers a breadth of skills in financial, planning, organisational and general management. Born and raised in Birmingham and Solihull, Paul is committed to helping the Cluster ICB improve the health of people in Birmingham, Black Country and Solihull. He is also a Trustee of Showerbox, a charity which provides showers to those facing homeless and is part of their operational team in Birmingham. Prior to his appointment, Paul served as Non-Executive Director for Finance and Performance in NHS Birmingham and Solihull.

Richard Kirby
Chief Executive of Birmingham Community Healthcare NHS Foundation Trust
A graduate of the NHS Management Training Scheme, Richard began his career supporting the development of GP commissioning in Birmingham. After a series of posts in commissioning, strategy and performance management, he moved to Sandwell & West Birmingham Hospitals NHS Trust where he led the development of new models of care and service configuration changes initially as Director of Strategy and, then, as Chief Operating Officer. Most recently Richard was chief executive of Walsall Healthcare NHS Trust for seven years leading the integration of hospital and community health services and building effective partnerships with stakeholders to support integrated care. He joined Birmingham Community Healthcare Trust as Chief Executive in 2018.

Sue started her career as an English teacher in secondary schools in Wigan and Warrington, enjoying working with her pupils and supporting them to achieve their potential. Her drive to work as a champion of all young people fuelled her ambition to rise to the position of DCS, where she feels she can make a real difference striving to join up services around young people and their families, helping to secure a strong foundation and giving them the best possible opportunities in the journey to adulthood.
