Arthur Vaughan

Chief finance officer

Arthur joined Moorfields in July 2025 as chief finance officer. With nearly 20 years' experience working with or within the NHS, having previously worked in NHS Improvement, Monitor and in management consultancy at KPMG and Tribal, he comes with a wealth of experience. His most recent role was at King’s College Hospital NHS Foundation Trust where he has been deputy chief financial officer since 2018.

Brendan Mahony

Chief information officer

Brendan joined Moorfields in January 2026. Prior to this, he was group chief technology officer at the Royal Free London NHS Foundation Trust, and before that he was chief information officer at North Middlesex Hospital Trust - overall undertaking CIO level duties for the past 11 years. He places particular focus on people-centred digital transformation to improve care, enhance patient experience and achieve better outcomes. As part of his role, Brendan is responsible for delivering the smart building digital agenda at Moorfield’s and UCL’s new centre for advancing eye health in Camden as well as overseeing the rollout of the MoorConnect EPR programme, our new electronic patient record system.

Dilani Siriwardena

Director of clinical partnerships and deputy chief medical officer

Dilani joined the Board in November 2025 as Director of Clinical Partnerships. She has been a consultant ophthalmologist at Moorfields since 2005 and is Deputy Chief Medical Officer. She was divisional director for Moorfields City Road from 2017 to 2022, overseeing the development of innovative methods for the delivery of glaucoma care, including virtual glaucoma clinics and community diagnostic centres. She has been NHS West and North London ICB Clinical Ophthalmology lead and was appointed in 2021 as NHSE London Regional Clinical Director for Ophthalmology, working closely in partnership with all providers, commissioners and primary care, including optometry. She has been a member of RCOphth Council since 2022, becoming Vice President of the College in May 2025. She was appointed as Vice Chair for the Clinical Council for Eye Health Commissioning in October 2025.

Elena Bechberger

Director of strategy and partnerships

Elena joined the trust in August 2024. Prior to this, Elena was national programme director for the Getting It Right First Time (GIRFT) programme, for NHS England – leading their high volume low complexity (HVLC) and elective hubs programme. Elena has a wealth of experience and a proven track record in policy, strategy, and transformation – both within the NHS and wider public sector. As former director for acute and planned care transformation with the South West London Health and Care Partnership and later director for London’s integrated care systems (ICS) network, Elena is adept at working with patients, staff and system partners to develop strategy, and achieving better life outcomes for patients.

Ian Tombleson

Director of quality and safety

Ian joined Moorfields in November 2009. Ian has a scientific background in cancer research and worked subsequently in a number of NHS trusts. He also worked for the Health Service Ombudsman and the Care Quality Commission. Ian is responsible for customer services, risk and safety management and setting quality standards.

Jon Spencer

Chief operating officer

Jon joined the organisation in February 2021, bringing extensive senior leadership experience within the NHS. He is responsible for the oversight of NHS clinical and operational services and serves as the Senior Responsible Owner (SRO) for the Oriel Programme. Jon is also the executive lead for IT and Digital, including acting as SRO for the MoorConnect (EPR) Programme, and leads emergency preparedness, resilience and response. In addition, he is a director of Moorfields Private West End Limited. Prior to joining, Jon served as deputy chief operating officer at The Royal Marsden NHS Foundation Trust, where he led a number of high profile initiatives. He has also held divisional management roles for a range of clinical services at both The Royal Marsden and Guy's and st Thomas' NHS Foundation Trust.

Kieran McDaid

Director of capital, estates and major projects

Kieran was appointed to the board in June 2018 and is an experienced construction and project management professional having delivered a large number of construction projects in both academic and clinical settings. Kieran is a fellow of the Royal Institute of Chartered Surveyors (FRICS) and holds an MBA from the University of Nottingham. Kieran previously held the position of estates director at University College London Hospitals (UCLH) where he led and delivered significant projects, such as the Proton Beam Therapy Centre, Macmillan Cancer Centre and Eastman Dental Hospital.

Louisa Wickham

Medical director

Louisa became medical director in January 2021. She joined Moorfields as a consultant in vitreoretinal surgery and medical retina. Her interest in clinical leadership stems from her time as a trainee, developing a Leadership Fellow for the Health Foundation and as a European Leadership Fellow at INSEAD. She works with the Royal College of Ophthalmologists and Royal Society of Medicine to promote clinical leadership for doctors at all stages of their training.

Professor Michèle Russell

Director of education

Our education team is led by Professor Michèle Russell, joint director of education at Moorfields Eye Hospital and UCL Institute of Ophthalmology. Michèle has a well-established reputation as a professor of clinical education and higher education (HE) policy with 18+ years senior strategic leadership experience HE, health, government, public and private sector consultancy. She brings expertise on curriculum design and innovation, professional and clinical education and a strong record of institutional, national and international project delivery. She has held PVC/director of education level roles at Russell Group universities, such as the LSE leading the transformation of assessment, and King’s College London, where she led on the consultation/revalidation of the MBBS and nursing/midwifery programmes.

Simmi Naidu

Chief nurse and executive director of allied professionals

Simmi Naidu joined Moorfields Eye Hospital NHS Foundation Trust as chief nurse and executive director of allied professionals in March 2025. She is a senior nursing leader with almost 30 years’ experience, having worked across a wide range of clinical and leadership roles in healthcare systems across multiple continents. Her career spans acute, community and specialist services, with a strong focus on quality, safety and patient‑centred care. Prior to joining Moorfields, Simmi was deputy director of nursing at the Royal London and Mile End Hospitals. She has also held several senior leadership positions, including head of nursing, interim director of nursing and director for equity and inclusion . Across these roles, she has led on quality and safety, clinical governance, patient experience, workforce, equity, diversity and inclusion and has built a strong reputation for values‑based leadership within the NHS. Simmi is an advocate for equity and inclusion for both staff and patients, believing everyone should feel valued, respected and supported to receive and deliver the best possible care.

Sue Steen

Chief people officer

Sue joined the trust in October 2024. Prior to joining Moorfields, Sue was chief people officer at Maidstone and Tunbridge Wells NHS Trust. Sue has over 30 years’ experience of working in the public and not for profit sector. Sue started her career as a graduate trainee in local government with Coventry City Council, and gained vital skills and a wealth of experience and expertise in roles along the way, such as director of corporate services at the National Crime Agency, director of human resources and governance at South Western Ambulance NHS Foundation Trust as well as working overseas in New Zealand as Deputy Chief Executive People at St John. Sue has an impressive HR and organisational development background and is passionate about employee engagement, building high performing teams, and creating positive working environments where people can thrive, and everyone has a voice. She is motivated by working in public and health related services that make a difference in people’s lives.

Victoria Moore

Director of transformation and performance improvement

With more than 15 years NHS and healthcare transformation and performance improvement experience, Victoria joined Moorfields in 2022 as associate director of excellence delivery. In 2023 she became chief of staff and director of excellence delivery before taking on her current role as director of transformation and performance improvement in 2025. Before joining Moorfields, Victoria was transformation lead at Imperial College Healthcare NHS Trust for five years and prior to that was leading organisational wide transformation and quality improvement programmes at the Homerton University Hospital NHS Foundation Trust since 2015. She also has a wealth of sector wide pathway redesign and international health policy experience.

Aaron Rajan

Non-executive director and co-chair of major projects & digital committee

Aaron joined Moorfields in March 2023, and has held senior roles across Unilever most recently as Chief Information and Digital Officer for North America and Global Vice President for Technology and Digital. Aaron is a keen advocate for the ethical use of technology to unleash human potential and benefit society, an advisory member of the Royal Horticultural Society and a graduate of Imperial College London. Aaron is also the product of parents who devoted their lives to serving the NHS and advancing medical research.

Adrian Morris

Senior independent director

Adrian joined Moorfields in March 2021. Adrian is the General Counsel of Haleon PLC (a FTSE100 Consumer Health company), having joined in August 2024, where his responsibilities include legal, compliance, regulatory, corporate governance and security. Prior to his current role, he was General Counsel of Tesco PLC for almost 12 years and held senior roles in BP, Centrica and British Gas.

Asif Bhatti

Non-executive director and chair of audit & risk committee

Asif joined us as a non-executive director in May 2022. He is a chartered accountant and currently serves as group director of risk and audit at Compass Group plc, as well as a non-executive director on the House of Lords management board. Over the past 20 years, he has held senior finance positions across a variety of sectors, including at the John Lewis Partnership. He has also chaired Gloucester City Homes and held non-executive roles with East Thames Housing Association and Global Partners & Associates, a political change consultancy. Asif brings broad expertise in finance, transformation, IT and risk.

David Hills

Non-executive director and co-chair of major projects & digital committee

David joined the trust in April 2017 as a non-executive director and, on completion of his term in office in April 2026, the governors approved an extension as an associate non-executive director to continue his oversight role of our Oriel programme. He is an experienced construction and project delivery professional whose career spans over 40 years. He has held senior and board level roles for a number of FTSE companies, including Mouchel and Laing O’ Rourke, as well as working extensively with the public sector in senior project and programme delivery roles. David was a regional board member of Sport England in the run up to London 2012 and has extensive overseas experience too, notably India and the Middle East. He is currently director of programme delivery for the University of Cambridge.

Elena Lokteva

Non-executive director and chair of finance & performance committee

Elena joined the Moorfields board as a non-executive director in January 2025. She brings extensive non-executive experience across NHS, charitable, and commercial organisations, with a strong focus on financial sustainability, audit and risk assurance, governance, major capital programmes, and organisational transformation. Elena is currently a non-executive director and audit committee chair at Essex Partnership University NHS Foundation Trust, two non-departmental public bodies, and an independent non-executive director at an international engineering group. Across her non-executive career, Elena has focused on strengthening board assurance, improving financial discipline, supporting strategic change, and providing constructive challenge to executive teams. She is a fellow of the Chartered Institute of Management Accountants.

Ken Batty

Non-executive director and chair of people & culture committee

Ken joined us as a non-executive director in June 2026 , and brings extensive experience in HR, organisational development, and NHS governance to the Moorfields. His executive career includes over a decade as Executive Director of Human Resources at Lenovo, where he led large-scale cultural transformation across EMEA and Asia Pacific. Since leaving Lenovo, Ken has built a strong portfolio of non executive roles in the NHS. For seven years he was a Non-Executive at East London NHS Foundation Trust where for the final three years he was the Senior Independent Director. Immediately prior to joining Moorfields he was an NED at the Tavistock and Portman NHS Foundation Trust where he chaired the Audit and Governance Committee. Ken also serves as Chair of the Nominations and Appointments Committee at the Royal College of Emergency Medicine and as a member of the Appointments Board at the Nursing and Midwifery Council. A longstanding champion of diversity and inclusion, Ken has driven meaningful change on workforce equity throughout his career. He is a patient at Moorfields and is particularly motivated by the opportunity to contribute to the Oriel project and the hospital's next chapter.

Michael Marsh

Non-executive director and chair of quality & safety committee

Dr Michael Marsh joined the Board as a non-executive director in November 2024, bringing with him a wealth of experience in the healthcare sector. Michael qualified at Guy’s Hospital Medical School. Most of his paediatric training was at the Evelina Children’s Hospital, at Guy’s Hospital where he was appointed as a consultant in 1995. In 1998 he was appointed director of paediatric intensive care in University Hospital Southampton before becoming clinical director of paediatrics and then divisional director of Women and Children’s Services. He was executive medical director in Southampton from 2009-2016. Michael was medical director for specialised commissioning for NHS England in the London region from 2015 to 2019. In 2016 he was appointed as a non-executive director at Salisbury NHS Foundation Trust, a post he held until 2019 when he joined the Council of the General Medical Council. In 2019 he took up the post of regional medical director and chief clinical information officer for NHS England in the South West region.

Professor Andrew Dick

Non-executive director

Andrew has recently taken the position of Executive Dean in the UCL Faculty of Brain Sciences. He is a clinician scientist and surgeon, also based at University of Bristol, with a main interest in how our immune system both protects and damages tissues in a variety of diseases, including age-related macular degeneration and uveitis. Andrew is the joint senior responsible officer (SRO) for Oriel.

Tracey McNeill

Non-executive director

Tracey joined Moorfields as a non-executive director in June 2026. She brings over 40 years of experience spanning NHS leadership, international health systems, the private sector, and global philanthropy. Throughout her career, she has led complex health programmes, built high-performing teams and partnerships, and supported transformational change across diverse healthcare environments. Prior to joining Moorfields, Tracey was director of primary health care at the Bill & Melinda Gates Foundation, where she worked with governments and global partners to strengthen health systems and improve equitable access to care at scale. She also served as chief executive officer of Babyl Rwanda, leading the development of Africa’s first fully integrated digital, AI-enabled health service embedded within a national healthcare system. Earlier in her career, she held senior leadership roles at Marie Stopes International, gaining extensive experience in health system redesign, public–private partnerships, digital innovation, and organisational leadership. Tracey trained as a nurse at The Royal Free Hospital in London. Tracey is passionate about improving patient outcomes, reducing health inequalities, and ensuring that innovation supports accessible, high-quality care for all communities.
