    Eileen Milner

    Chair

    Eileen is an experienced senior leader in both private sector and public service roles. She has considerable experience of regulation in both health and education - in the former she was the Chief Operating Officer of the CQC and in this role led work across the NHS on whistleblowing. As Chief Executive of the Education and Skills Funding Agency, Eileen was responsible for one of the largest budgets in UK public service, as well as the regulation of the Academies and Colleges landscape in England. Eileen currently holds a number of non-executive positions - she is Chair of Council at the University of Bradford, Chair (designate) of the Children and Families Trust for Bradford and District and has recently joined the board of Ofqual, the regulator of qualifications in England. Eileen has lived in Cambridgeshire for more than 25 years and brings to CPFT a commitment to work to support the organisation and colleagues within it, in delivering upon its mission and purpose.;

    Steve Grange

    Chief Executive Officer

    Steve Grange has over 20 years of experience in senior leadership roles across the NHS and was appointed Chief Executive of Cambridgeshire and Peterborough NHS Foundation Trust (CPFT) in October 2024. Steve joined CPFT from Midlands Partnership University NHS Foundation Trust (MPFT), where he served as Deputy Chief Executive and Director of Strategy and Strategic Transformation. He joined MPFT in 2006 and played a key role in shaping the trust’s strategic and commercial direction and integration of services. Prior to that, he worked nationally as a National Improvement Lead at the NHS Modernisation Agency Department of Health, driving large-scale national service transformation and improvement programmes. Steve has also held several senior leadership roles in the Acute Sector. He has worked in the USA and with the United States Department of Veterans Affairs (VA) and Wagner College, where he holds a Visiting Professor role. Steve is deeply passionate about improving the quality of care for patients and service users, with a strong focus on compassionate, person-centred care and reducing health inequalities. He is committed to continuous improvement at CPFT — supporting staff, strengthening services, and ensuring the Trust delivers safe, effective, and inclusive care to the communities it serves. Since December 2008, Steve has also chaired the NHS Ministry of Defence Joining Forces Network, which promotes national and international collaboration and shared learning between the NHS and Armed Forces communities.

  • Dr Catherine Maxey

    Interim Chief Medical Officer

    Dr Catherine Maxey is Interim Chief Medical Officer and a consultant psychiatrist. She brings over 15 years of her frontline clinical expertise as a consultant in both community and liaison psychiatry. She continues to work clinically in Peterborough with those in our community who experience severe and enduing mental illness. In her Board role she provides strategic leadership across patient safety and experience, clinical effectiveness, medical workforce, innovation and research. She has held senior clinical and educational leadership roles, including Deputy Chief Medical Officer, Clinical Director for Adult and Specialist Services and clinical Sub Dean for medical students at the University of Cambridge. She holds master’s qualifications in both Medical Education and Leadership. She also currently serves as a committee member on the NICE guidance review committee for Severe and Enduring Mental Illness. She is committed to providing compassionate, effective, and equitable evidence-based care, strong professional leadership and a culture of continuous learning and improvement for all.

  • Holly Sutherland

    Chief Operating Officer

    Holly has been in the NHS for over 30 years, holding both clinical and operational roles during this time. Prior to joining CPFT in May 2023 she was Director of Nursing and Quality for the Cambridgeshire South Care Partnership, and before that was Director of Operations for more than five years at Cambridge University Hospital NHS Foundation Trust. She also has specific knowledge and expertise in emergency planning, preparedness and response having been the Senior Responsible Officer in an acute Trust for many years. Holly has a Master’s in Leadership in Healthcare, which supports her extensive operational and clinical experience.

  • Rachel Gomm

    Chief Nursing Officer

    Rachel Gomm is Chief Nursing Officer and Director of Infection Prevention and Control at CPFT. A learning disability nurse by background, Rachel has more than 38 years' NHS experience across clinical, operational and executive leadership roles. She provides executive leadership for nursing, allied health professionals, infection prevention and control, patient safety, patient experience, safeguarding, quality improvement, compliance and legal services. Rachel is passionate about leading teams, services and the organisation to create compassionate, inclusive and person-centred services where patients, carers and staff are genuine partners in improvement. She is a strong advocate for co-production, staff wellbeing, continuous learning and developing future clinical leaders. As a member of the Trust Board and Executive Team, Rachel works closely with colleagues across CPFT and partner organisations to improve quality, safety and outcomes for the communities the Trust serves.

  • Robert Toole

    Chief Finance Officer

    Joining us from NHS Leicester, Leicestershire and Rutland Integrated Care Board, Robert has more than 20 years’ NHS experience covering all key sectors and organisations including acute and community, mental health; ambulance and urgent Care, and integrated care systems. Prior to joining the NHS he had private sector roles at CMB (Metal Box) PLC and Rolls Royce PLC which including living and working in Europe for a French multi-national division and the USA as the Global Finance and Commercial Director for the helicopter engine business. He also spent several years involved in international project financing of major projects which meant he travelled extensively, particularly to Africa and the Middle East.

  • Stephen Legood

    Chief Strategy and Commercial Officer / Deputy CEO

    Stephen's extensive NHS career spans more than 20 years and has taken him from ward to board. Before his current role he was the Trust's Interim Chief Operating Officer. Prior to this he held a number of associate director roles, leading on commissioning, contracting, system redesign and delivering large-scale service developments. Stephen has a wealth of knowledge in operational leadership in mental health as well as at Cambridge University Hospitals NHS Foundation Trust. Stephen now leads the Trust’s strategy development, partnerships, commercial development, strategic planning, capability and programme governance and business planning.

  • Dr Mike Knapton

    Non-Executive Director

    Dr Mike Knapton is a graduate of the University of Cambridge, gaining an MB and BChir in 1982. He trained in Cambridge as a General Practitioner and worked as a full-time principle in General Practice for ten years. In 1987 he broadened his experience and took on a range of roles in education as Vocational Training Scheme for GP Registrars in Cambridge, GP Tutor at Addenbrooke's Hospital Postgraduate Medical Centre. He also worked as a Cardiology Assistant with Dr Michael Petch for seven years at Addenbrooke's Hospital. In 1999 he joined the newly formed commissioning organisations in the NHS, as Chairman of the Cambridge Primary Care Group, going on to be Medical Director of the Cambridge and South Cambs Primary Care Trust. In 2006 he joined the British Heart Foundation as Associate Medical Director and was responsible for provision medical advice, delivering innovative approaches to the prevention and management of cardiovascular diseases and was a much sort after media spokesperson. In 2013 he was appointed Non-Executive Director of Cambridge University Hospitals NHS Foundation Trust a post he held until 2022. He joined Addenbrooke's Charitable Trust in 2017 and is currently Vice-Chair. In April 2026 he was appointed the Cambridge University nominated Non-Executive Director at West Suffolk NHS Foundation Trust. Thoughout his career encompassing clinical, educational, commissioning, philanthropic and governance roles, the unifying feature has been a commitment to patient-centred care, in a publicly funded health care system – the National Health Service. He joined CPFT in May 2024.

    Associate Non-Executive Director

    With a long-standing career in Human Resources across both the public and private sectors, Jacquie brings to the Board broad experience in leadership, organisation development, culture, and strategic workforce planning. Jacquie, adds value by bringing an independent workforce perspective, on how people, culture and leadership support the organisation’s long-term ambitions. Jacquie is passionate about ensuring the voice of the workforce is heard and valued, and that staff insight helps shape an inclusive culture.

    Deputy Chair

    Karen Daber has a wealth of knowledge and experience and will provide a valuable contribution to the Trust in a range of areas, including supporting the Trust with its recovery plans and compliance with equality standards. Karen, who lives in Cambridgeshire, has a history of public sector involvement including policing and nursing.

  • Mark Bailham

    Committee Chair to the Audit and Assurance Committee

    Mark is a qualified Chartered Accountant who has worked in senior positions in financial services for over 35 years, focusing on Compliance, Financial Crime, Conduct and Ethics for retail, corporate and investment banks. He is currently a Non-Executive Member of the Essex Integrated Care Board (ICB), Chair of its Commissioning, Quality and Resource Committee, as well as a member of its Audit, Risk and Compliance Committee and Remuneration Committee. Mark is also the ICB’s representative on the Council of Governors at Mid and South Essex NHS Foundation Trust. Alongside his NHS roles, Mark is Chair of the Audit and Risk Committee at Clockwise Credit Union and acts as adviser to the English Province of the Order of Preachers (Dominicans). Earlier in his career, Mark served as a Non-Executive Director for Deutsche Bank Turkey and Deutsche Bank Russia.

  • Pri Pinnaduwa

    Non-Executive Director

    Pri is Senior Director of Human Resources at Artios, a biotechnology company pioneering the development of novel small molecule therapeutics which target the DNA damage response. Pri has worked for Artios since 2022. She joined CPFT as a Non-Executive Director in May 2022. Prior to Pri’s appointment at Artios, she spent several years as HR Director of RAND Europe, a not-for-profit research institute. Prior to RAND Europe, she worked at a senior level in HR for PPD, a global provider of clinical development and laboratory services. Pri is a Governor at Anglia Ruskin University and also a member of their Audit, Risk and Compliance Committee, and their Remuneration Committee. Pri is also a Non-Executive Director at Form The Future, a Cambridge-based not-for-profit organisation whose mission is to empower young people in their career choices and help businesses safeguard and build their talent pipeline. Pri is Chair of Governors for The Centre School, a Cambridgeshire-based social, emotional and mental health needs special school (SEMH). Pri has a Masters in Human Resources Management from Salford University and a Masters in Maths from Somerville College, Oxford University.

  • Professor Rudolf Cardinal

    Non-Executive Director

    Rudolf Cardinal is Professor of Psychiatry and Informatics at the Department of Psychiatry at the University of Cambridge, and an honorary consultant liaison psychiatrist with Cambridgeshire and Peterborough NHS Foundation Trust and Cambridge University Hospitals NHS Foundation Trust. His background is in behavioural and cognitive neuroscience, general medicine, and general adult and liaison psychiatry. His research spans neuroscience, computational psychiatry (using computers to help understand the brain and mind), and clinical informatics (safely collecting and using data to understand illness and help health care). Clinically, Rudolf works in CPFT’s Liaison Psychiatry Service based within Addenbrooke’s Hospital and the Rosie Hospital in Cambridge. These hospitals provide acute general and maternity services, plus specialist services including transplantation, tertiary neurology/neurosurgery services, and the major trauma service for the East of England. Rudolf has worked clinically with CPFT since 2007 and became a Non-Executive Director in 2025. He is also a Non-Executive Director for Cambridge University Health Partners.

  • Steve Cox

    NED Chair of the Business and Performance Committee

    Steve Cox has vast experience in the public sector and local government across London and the East of England. After graduating with degrees in Town Planning and Economics and Planning, Steve worked across London Boroughs before joining Hertfordshire County Council in 1997, as key sites development manager. In 2000 he joined the East of England Development Agency (EEDA), becoming a Executive Director responsible for Strategy, Development and Business in 2004. Steve moved to become Corporate Director, Place at Thurrock Council to support the Council’s improvement work in 2011 and responsibility for leading England’s highest rated planning service, drawing down £150m of Government growth funding and delivering a £500m capital programme. He also took on a shared service role as Director of Growth at LB Barking & Dagenham. In 2019, Steve was appointed Executive Director for Place & Economy for both Peterborough City Council and Cambridgeshire County Council, with responsibilities across both Councils that included Highways, Planning, Housing, Environmental Services, Climate Change and Regeneration. From April 2023 he worked as the Interim Director for Place & Connectivity at the Cambridgeshire and Peterborough Combined Authority, leaving in March 2024. Steve has also served as a NED on numerous regeneration and housing companies, including Cambridgeshire Horizons, Harlow Renaissance, Thurrock Regeneration Ltd and ARU Peterborough, and is a long-standing Member of Multi Academy Trust in East Hertfordshire. Steve joined CPFT as an Non-Executive Director in May 2024.
